Legend is set in Los Angeles in 2130, which has been flooded after a flood.

Normally their paths would never cross, but they do when June's brother, an important military man, is murdered and Day is the prime suspect. The government opens the hunt for him. An ultimate cat-and-mouse game between June and Day begins: she wants to avenge her brother's death, while he tries to stay out of the hands of the government and at the same time save his family from a mysterious epidemic.

But then June discovers that the government has something to do with her brother's death and is doing everything it can to keep it hidden.
